Mission and Vision

The mission of the Early Intervention and Prevention (EIP) Initiative is to eliminate child abuse, child neglect and juvenile delinquency through comprehensive community efforts that coordinate, build capacity, and advocate for high-quality early intervention and prevention services in Marion County.

   

The EIP Initiative envisions a city in which all children are safe and free from abuse and neglect. Each child is receiving the care, support, and resources that they need to grow into healthy and fully contributing members of society. All caregivers have the necessary supports and resources to provide a safe and healthy environment for children, thus eliminating and preventing child abuse, neglect and delinquency.

 

Goals

The goal of the EIP Initiative is to reduce the number of children entering the Marion County child welfare and juvenile justice systems by improving the coordination of and access to youth services. Research shows that early intervention services that address problems before they become crises can make the critical difference to young people and families at risk.

  • Goal One: Prevent or reduce the number of cases of child abuse, neglect and delinquency.
  • Goal Two: Coordinate available resources to improve efficiency and avoid duplication of programs and services.
  • Goal Three: Promote the welfare of children and self-sufficiency of families to reduce the risk of child abuse, neglect or delinquency.
  • Goal Four: Reduce or eliminate the need to remove children from their parents, guardians or custodians for out-of-home placement.
  • Goal Five: Reduce or minimize the public cost of providing services to children and families who are or may become involved in the public system.

 

Early Intervention Planning Council

The purpose of the EIPC is to develop a comprehensive plan for early intervention that will provide services tailored to the individual needs of children who have been adjudicated as or are identified by the Department of Child Services as substantially at risk of becoming delinquent children, or have been referred to the county office for services to be provided through the plan and/or are referred, with the consent of their parent, legal guardian, or custodian, to the Marion County Department of Child Services.

The Early Intervention Planning Council (EIPC) was established in 2006 by the City-County Council of Indianapolis-Marion County, as described in City-County Ordinance No. 70 (2005).
